Details:

On installing from octave forge, using mxe-octave 3.8.2, configure doesn't
detect winsock.

The package itself installs fine, however none of the functions appear to work
(not unexpected for most as it doesn't windows functionality for serial,
parallel, i2c etc), including the tcp functions.
