Follow-up Comment #1, bug #43697 (project octave):
This is not only a Windows issue, but happens in Linux if the package is
installed with the -global option (which is where the windows packages get
installed by default)
It is expected the .m files to be in the same path as the PKG_ADD/DEL files.
