Follow-up Comment #5, bug #43781 (project octave):
Philip, the options you mention are the ones for the file browser (tab "File
Browser") and are only related to the file browser's startup directory. When
synchronized with the Octave directory, the latter has priority and no startup
directory for the browser can be selected.
The initial Octave directory at startup is determined by the options in the
tab "General".
