Thank you for the report. I have pushed changeset
http://hg.savannah.gnu.org/hgweb/octave/rev/d93293218966
that allows to chose different colors for the dock widget's title bars when
active or not.

A click into the whole terminal window should give focus to it, not only a
click into it's last line.
