Follow-up Comment #18, bug #41027 (project octave):
I am not sure if this is the cause, but I cannot use the octave-swig
binder/wrapper for
openCV(http://octave-swig.sourceforge.net/octave-opencv.html). I am also using
3.8.1 on a beaglebone black. The printout I receive is:

checking for octave... /usr/bin/octave
checking for mkoctfile... /usr/bin/mkoctfile
checking octave/oct.h usability... no
checking octave/oct.h presence... no
checking for octave/oct.h... no
configure: WARNING: Octave headers not found, disabling octave wrappers
