Details:

In the preferences dialog one can find an option that when selected Octave
tries to restore all files from the previous session on start up. However, if
one one moves the files to another location or deletes some files outside from
Octave and then starts the GUI, Octave will ask the user for every previously
opened file if he wants to create it.

The file creation dialog should be limited to the case when a user tries to
open a function (via the right click popup menu) that does not exist yet.

Also when fixing this, please remove the paragraph in the dialog's text (see
the ML dialog for comparison).
