Yes same at my PCs too.

Anyway the trick of "transplanting" the 32-bit nsis fully works; 64-bit builds
install and run fine on Windows 7 (that is, I haven't seen any adverse effects
yet). Uninstalling also works.
I think my next step would be to simply symlink nsis (manually) across the
32-bit and 64-bit mxe-octave build directories.

I'm not sure, but I get the impression that nsis is built as a "native"
executable by the tool chain, isn't it? If that's true, chances are that it
can be built with the native build tools, just like the cross-compiler. This
would also hold for native builds. That way the entire issue of both 32- and
64-bit build tools in the mxe tree just to build nsis for 64-bit Octave could
be avoided in the first place.

Perhaps it is possible to simply build nsis as one of the first packages in a
32-bit setup, and only then reconfigure for 64-bit and build the other deps
and 64-bit Octave. Renaming the makensis executable is required then.
