[Octave-bug-tracker] [bug #41699] imread causes a segmentation fault on Windows with "clear all" or when Octave exits

Follow-up Comment #46, bug #41699 (project octave):

I just pushed a change (b95aab49b6be) to octave which while not aiming at
fixing this issue may affect it.  This is because the bug is trigered when
clearing the formats persistent variable from imformats, but this variable
should not have been cleared in the first place. I just added a memlock to
it.

The crash may still happen at shutdown, can someone with windows and
previously affected with this bug please try?
