Follow-up Comment #1, bug #44179 (project octave):
I think I had the same problem with an outdated autoconf-archive. Could you
try clone the hg archive and then
cd octave-image/src
wget -O aclocal.m4
http://git.savannah.gnu.org/cgit/autoconf-archive.git/plain/m4/ax_cxx_compile_stdcxx_11.m4
cd ..
./bootstrap && cd src
./configure && cd ../..
tar czf image.tar.gz octave-image
octave --eval "pkg -verbose install image.tar.gz"
