Update of bug #41699 (project octave):
Summary: imread causes a segmentation fault on Windows with
"clear all" or when Octave exits => imformats causes a segmentation fault on
Windows when Octave exits

Follow-up Comment #58:
I have a Windows VM now, and I can also confirm that the segfault still
happens when Octave exits, but not on "clear all" anymore. Updating summary.
Also confirming that the
formats = __magick_formats__ (formats);
line that sets up the formats struct is needed to get the segfault.
