Follow-up Comment #3:

This is now being done… sort of. Cset
http://hg.savannah.gnu.org/hgweb/octave/rev/1170c849952b changed the build to
no longer switch to Gnuplot when building the figures for the manual. However,
there is one figure in the documentation that demonstrates the use of TeX,
which doesn't currently work with OpenGL printing.
