Follow-up Comment #2, bug #44302 (project octave):

I checked in the following changeset to allow the zoom factor to be set using
the mousewheelzoom axes property. To set a default for all axes, set
defaultaxesmousewheelzoom in the root figure properties.

Maybe we should have a way to constrain the values of properties?

The zoom direction for the mouse wheel should now be consistent.
