Follow-up Comment #3, bug #44471 (project octave):

Ok, retested and it works on both XP 32 and Win8.1 64. However, the very first
time I do it it loads (fonts?) for 15+ seconds on my i7 machine and 30-60s on
my old core2 so I just assumed it had hung. After the first time there is no
delay. Maybe the fonts should already load during installation or pop up some
warning message.
