Follow-up Comment #2, bug #44493 (project octave):
Thanks for your answer and suggestion. Unfortunately, changing the system
locale to en_US (was de before) did not fix the problem:
>> csv2cell ("data.csv")
error: csv2cell: cannot open file P├╟há┬╟h►&▌h for reading
It seems to me that from Octave 3.8.2 to 4.0.0 the handling of special
characters changed. Scripts written with the 3.8.2 editor that contained "°"
(degree symbol) are displayed in the 4.0.0 editor as a questionmark in a black
diamond. Could this be somehow related?
