Follow-up Comment #25, bug #44007 (project octave):

I have used John's patch. It created bsdtar.exe and all the
relavant dll's, and renamed bsdtar.exe to tar.exe.
All the dll's were copied to the bin directory, but tar.exe
wasn't, so I get the old tar.exe
