Update of bug #44511 (project octave):

Follow-up Comment #1:

For .csv there's csvread, dlmread, csv2cell, importdata, .....

Only if you have Excel + OF windows package, or LibreOffice installed, xlsread
can read csv files.

A looong time ago xlsread did fall back to csvread, but I deliberately threw
it out. 
For users who cannot distinguish one file type from another there's
importdata.m

The warning could be more informative, agreed. I'll queue that for io-2.8.8
