Follow-up Comment #2, bug #44504 (project octave):

The result of this looks a little too compressed when the additional help
footer is wanted, so I made one cosmetic tweak to restore a line when it is
not suppressed:

The extra newlines are indeed from the makeinfo program. It seems to always
want to add a couple newlines to the end of its plain text output.
