Follow-up Comment #4, bug #41131 (project octave):
Ok, I just stepped through the packages in build_packages one by one to find
the ones that do create C:\.octave_hist. The only packages in the 4.0.0-rc1
bundle that cause C:\.octave_hist to be created are:
* netcdf
* odepkg
* windows
Of these, odepkg and windows fail to install, but netcdf works. There must be
something common between these 3 packages that the other forge packages do not
share.
