Follow-up Comment #51, bug #44007 (project octave):

I think we should concentrate on using the existing tar (msys-tar) and use
Philip's patch to adjust the path to something it accepts.

The other two tar choices have shortcomings.  gnuwintar we can't get to
cross-compile and bsdtar spits out a different format of filelist which would
require post-processing.
