Follow-up Comment #3:
I can confirm this.
Interestingly, when the cursor is first over e.g., the main toolbar button
"Browse directories" and then over the workspace close and undock buttons, the
tooltip becomes "readable", that is, light background but with mangled text
(two lines over each other).
This also holds for any other button.
