Follow-up Comment #4, bug #44560 (project octave):

The installer creates shortcuts and puts them in the start menu for
octave-4.0.0.

These then run octave.vbs, which is a script that sets up the path, a few
additional environmental variables and then runs either octave-gui.exe or
octave-cli.exe.

In windows, the versioned files don't get used, however do for unix.
