Thank you for the explanation!

I had unchecked "Create shortcuts" during the installation because at that
point I did not expect myself to switch to 4.0.0 in my daily work. However, it
generally works so well that I did!

To prevent confusion, I would suggest to
a) not create the versioned files under Windows if they are not going to be
used anyway
b) add some information about octave.vbs and the different executables to
README.html, a special WINREADME and/or the manual.
