Follow-up Comment #6, bug #44560 (project octave):

There are 3 different executables, octave, octave-cli, and octave-gui. Octave
is supposed to run either octave-cli or octave-gui depending on what options
are given. The executables with versions in the names are identical to the
ones without version numbers.

I have no problem running any of the above on Windows XP. But I seem to recall
Windows 7 has a problem with the dispatch program, which is why octave-gui has
to be called directly. So you would likely have the same problem with
octave.exe, I don't think the versioned version of the program is the problem.
