Details:

In cset 07b970d6cdfe I made the installation of config.log optional,
defaulting to off. See bug #43087 for more information about this change.

For mxe-octave binary builds, jwe expressed that it would be best to include
the config.log so differences between Octave builds for Windows can be
diagnosed. Please add the --enable-install-build-logs option to the octave
build rules for mxe-octave.
