Details:

Pkg install uses untar which uses  mkdir. It attempts to create a dir under
c:\User to which it has no permission. The mkdir fails but untar goes ahead to
attempt an untar to a non-existing folder.  This causes the install to fail.

I would suggest a \tmp dir to be created from the root or just on the
desktop.

If there is a setting to change the target folder to other than c:\User, it
would be helpful to have it in an install note.
