Confirmed.
Octave has been transitioning away from gnuplot since version 3.6 precisely
because we don't have very good control over the output since the plotting is
done in a different program. The obvious workaround is to use the qt or fltk
toolkit.
This issue may, or may not, get fixed depending on whether someone who knows
the gnuplot interface code wants to wrestle with this. The file to change
will be __go_draw_axes__.m in scripts/plot/util/private.
