Follow-up Comment #2, bug #44968 (project octave):

I confirm it works after deleting file qt-settings and having it recreated
again by checking Preferences. This fixes all the issues I mentioned in bug
#44912.

I compared the two qt-settings files - I guess that the initial one was
created with an older version of Octave: for example, it does not contain
codeCompletion* entries and [shortcuts] section.
