Follow-up Comment #3, bug #44968 (project octave):

Confirmed.  I didn't use 'LC=all' and I still had a problem.  I thought this
might have something to do with the first invocation of Octave so I repeatedly
shut down Octave and re-started it but the problem persisted.  Looking at the
file size of qt-settings it is only 22K after a fresh trip through the install
wizard.  My regular qt-settings files is ~34K.

So, I copied the '[shortcuts]' section from the working qt-settings file into
the newly generated file and then sleep works.

This is what happens in the GUI when you enter the Preferences window and hit
OK.  All of the settings in the various Preferences tabs are saved.

It looks like the fix should be easy.  When creating the qt-settings file for
the first time the file needs to have defaults for all sections including the
shortcuts section.

I've added Torsten to the CC list for this bug since he will know how to solve
that quickly.
