Follow-up Comment #28, bug #44998 (project octave):

Well, gcc-with 5.1.0, csv2cell did compile & run fine using "pkg install
-forge io". So that part seems to have been solved.

The (mxe-rebuilt) windows pkg doesn't install completely with a "win32api.oct
is not a complete file name" message and the binary subdirectory in
lib/octave/<arch-api> does not exist.
