Details:

This is not a bug report but this topic is not suitable to post the patch
tracker because the patch does not give new features for octave.

The attached patch (changeset), gnuplot-4.6.7.patch, enables to build
gnuplot-4.6.7 but not 4.6.4 in mxe-octave.  The gnuplot 4.6.4 is outdated and
many bugs has been fixed in gnuplot 4.6.7.

For 4.6.7, 64 bit build can be made without patches but some new patches are
required on MinGW build.

The iconv related patch united into the main patch.  With this patch, number
patch file reduces 3 to 1.

gnuplot-1-fixes.patch
gnuplot-2-win64.patch
gnuplot-3-iconv.patch

In my patch, I cannot figure out how to describe file delete in the patch.
(The mercurial 'hg export tip' does not report delete of the file.)

I have confirmed this patch effective for 32 and 64 (configured with
--enable-windows-64)
