Follow-up Comment #16, bug #45026 (project octave):

Yes, Octave doesn't work in Hebrew locale, but this is not
a real problem, because changimg the language in the preference to 
"en_US" makes it work.

The problem is that the control keys are not working in the editor.

Strangely enough, like in  [https://savannah.gnu.org/bugs/index.php?44806],
commment #7, on another hebrew Win7 machine the cntrol key DO work.
