Follow-up Comment #17:
So it looks like the short-term problem of not being able to install the optim
package has been resolved for Windows, but the parallel package does not
install. Updating bug status fields to reflect that.
If it's decided that there's no point in making parallel Windows-compatible,
this can be updated again later.
