Did you load the image package? Remember you must load packages to use its
functions. Packages are not loaded by default.

Did you not the following error message telling you to load the package?


warning: the 'strel' function belongs to the image package from Octave Forge
which you have installed but not loaded.  To load the package, run 'pkg
load image' from the Octave prompt.
