Follow-up Comment #2:

Confirmed.  When I use the GUI to get the Community News for Octave, there is
the link 'http://octave.org/NEWS.html' which redirects to
'http://www.gnu.org/software/octave/NEWS.html'.  The last web page does not
exist.
