Follow-up Comment #46, bug #44998 (project octave):

I can confirm that csv2cell does work fine now with a 64-bit Octave, after
installing io-2.2.8 using "pkg install -forge"

I haven't been able to try the windows package as it somehow didn't get
"installed" in the binary installer.
Plus, I think I need to rebuild an mxe installer w/o --enable-binary-packages
flag
