Follow-up Comment #5, bug #45475 (project octave):

I can confirm this. I have seen this behavior for a long time although I
haven't paid much attenton to it (I usually do not use the pager, so when this
happens I interrupt the operation with Ctrl-C, type "more off" and start
over).

Could it be that the pager is simply waiting until the end of the output or
until the screen buffer is filled (rather than until the pager buffer is
filled) ?
