Follow-up Comment #21, bug #45188 (project octave):

The 4 digit number has to be a 4 number (and only digits in them) or windows
doesn't like it.

But the  4 digit number is really only required in a couple of places - most
of the registry doesn't care and can be anything

So really no check whether there is the same version installed - just check
whether trying to install over the top of an existing install.
