Details:

Just noticed ML 2015a implemented what appears to be a multidimensional 'run
time decoding' function repelem.  

running repelem doesn't produce the warning: 
"Please read `http://www.octave.org/missing.html' to learn how you can
contribute missing functionality."

suggest it get added to whatever list sets that off.
