Follow-up Comment #7, bug #45509 (project octave):
One step backward. When I removed octave and all the packages and started
again from the beginning I ended up in the same configuration where I could
not install the communications package. Will continue to pursue but could not
so far replicate whatever changed to allow communications to build. So I agree
that it is not a communications package issue; most probably a octave install
as you suggested. Just cannot figure out what is missing.
