Details:

Using cset 20363:63736167fb78, I created a distribution tarball with 'make
dist'.  I then unpacked this tarball, configured using an out-of-path build
directory, and built Octave.  The code compiles, but the documentation is
re-built which is not supposed to happen and would force users to have TeX
installed.
