Follow-up Comment #1:
Confirm, this is because files built for the manual depend on the interpreter.
For example
$ touch src/octave-gui
$ make
forces a rebuild of the manual.
Maybe we need to use a GNU order-only prerequisite to tell make that the doc
files depend on the interpreter but should not be rebuilt if the interpreter
timestamp is newer?
