Follow-up Comment #2, bug #45587 (project octave):

I'm using MATLAB Version: 8.4.0.150421 (R2014b).  Note that MATLAB
displays -0 as 0.  So I use atan2d to test for the sign:

>> atan2d(rem(-0,1),-1)

ans =

  -180
