Follow-up Comment #8:

I think this is now fixed. I pushed a series of changesets that resolve some
problems where timestamps of directories or of the DOCSTRINGS files were
forcing the doc files to be rebuilt. I can now build from a dist tarball and
no files in doc/interpreter or doc/liboctave are built a second time. Please
reopen if I missed something or it still doesn't work for your environment.

Still more cleanup of the new build system to be done, but getting closer.
