Follow-up Comment #31, bug #45509 (project octave):
I can finally reproduce this! Debian testing with TERM="xterm-basic" and
overriding the system readline with a readline-6.2 build:
$ LD_LIBRARY_PATH=$HOME/src/readline/shlib TERM=xterm-basic ./run-octave
--norc --no-history --silent --eval 'disp(pi)' | cat -A
^[[?1034h 3.1416$
$ AWK=mawk LD_LIBRARY_PATH=$HOME/src/readline/shlib TERM=xterm-basic
octave-cli
octave:1> more off
octave:2> pkg install -forge -verbose communications
## Same error as reported here
