Follow-up Comment #9:

I added further clarification to the documentation for fread() that the ARCH
specified there overrides the ARCH specified with fopen()
(http://hg.savannah.gnu.org/hgweb/octave/rev/97edbce9b975).  I think this has
been resolved so I'm marking as fixed and closing the report.
