Follow-up Comment #2:
Just FYI, the full manual is included in the Octave installer for Windows and
shortcuts should be created to open the local copies of the documentation, in
both HTML and PDF formats. Or at least that's how it looks to me, I'm unable
to test directly.
You are right, the HTML hosted on gnu.org is up to date but the PDF is out of
date.
