Follow-up Comment #3, bug #45898 (project octave):
Aha, there's a directory under the Windows start menu under All Programs with
shortcuts to 4.0.0 pdf and to html manuals and class libraries. (Since the
installer isn't very Windows-ish in other aspects, I missed that. Have spent
much time looking at doc panel built into Octave sans figures etc - this is
better.)
If someone can copy that pdf to the url on the gnu.org server, that will
resolve this bug. Thanks.
