Thanks for you bug report.
I understand it can be disappointing to see so many issues during a first-time
installation, apologies for that.

Anyway, these errors have already been reported in this bug tracker (and I
think most, maybe all, have been fixed in the mean time).
The wait is for a new (bug fix) release of an Octave binary installer for
Windows where all the fixes will be included.

A hint: it is more helpful to single out individual errors, rather than
present a long mix of successfull and unsuccesfull package installations and
let others sort it all out. 

I tend to close this report as a duplicate but I'll await other developer's
opinions.
