Follow-up Comment #4, bug #45458 (project octave):

I just observed exactly the same problem (Win7/64, Octave 4.0.0).

The first plotting command taks a very long time to succeed. But then,
successive plotting commands are fast as expected.

It remains fast if I close Octave and restart, within the same Windows
sessions.

The problem comes back if I close my Windows session and open a new one.

I will try to see what happens if I deleter some settings files...
