Follow-up Comment #21, bug #45813 (project octave):

Sure enough, with the latest patches (make_absolute_filename, comment #10)
geometry pkg installs fine on Win7 with Octave-3.9.0+ (where I checked that
canonicalize_file_name had the old buggy behavior).

I think nothing is in the way of a new geometry pkg release, then?
